Cabinet Committee on Security at 7, Lok Kalyan Marg 23 April 2025, CCS has decided to implement the following actions:

CCS Meeting Major Five Decisions Against Pakistan

The 1960 Indus Waters Treaty will be suspended immediately until Pakistan convincingly and permanently renounces its support for cross-border terrorism.

The Integrated Check Post at Attari will be shut down effective immediately. Individuals who have already crossed with valid documentation may return through this point until May 1, 2025.

Pakistani nationals will no longer be allowed to travel to India under the SAARC Visa Exemption Scheme (SVES) visas. Any SVES visas previously issued to Pakistani nationals are hereby canceled. Pakistani nationals currently in India on SVES visas must leave the country within 48 hours.

The Defence, Naval, and Air Advisors at the Pakistani High Commission in New Delhi are declared Persona Non Grata and must depart from India within one week. India will also be recalling its Defence, Navy, and Air Advisors from the Indian High Commission in Islamabad. These positions in both High Commissions are effectively nullified. Additionally, five support staff members of the Service Advisors will be withdrawn from both High Commissions.

The total personnel at the High Commissions will be reduced from the current 55 to 30 by May 1, 2025.

The CCS assessed the overall security environment and instructed all forces to remain highly vigilant. It resolved to ensure that the attackers responsible for the recent incident are brought to justice and that their sponsors are held accountable. Just as with the recent extradition of Tahawwur Rana, India will persistently pursue those involved in acts of terror or those who have conspired to enable such acts.
